What will happen with Brexit and the NHS?

The one thing we can be pretty sure won't happen is the NHS being left alone or restored to its past glory.

The UK (like the US) was a founding member of the WTO - but for the UK this was both individually, and as a founding member of the EU.

But, Britons, like Americans,  were never made aware of one fact. WTO membership is a one way street to privatization.

For the same reason US safety net programs are being gutted, "progressive liberalization".

A "Global Coup"

Thats what Nobel Prize winning economist Joe Stiglitz calls neoloberalism, a global coup.

Because we have gotten so confused by the UK's Tory, and US "GOP and Corporate Democratic" Parties gyrations, we've forgotten what the oligarchs are doing in their shell games.

What they are doing is trying to lock in their often ill-gotten gains at the rest of the planet's expense. Even as jobs vanish to automation.

1984, Brave New World, both or neither?

Automation may eventually sever the link between work and money, as its predicted that by midcentury almost all work will be done by machines of some kind. Since the WTO has taken over, the rules now force the world into something which could have the effect of killing off poor people. Because they may be forced into market based solutions that are cheaper and cheaper as their money dwindles, and its likely, then slavery for their debts. (Slavery has never been totally abolished in the US, for example..)

Because wages will fall as jobs get harder to get, people may find themselves working all the time and never getting ahead. This will get worse and worse because remuneration is always based on supply and demand.

Even as the public is working more and more, or dying, Oligarchs will be collecting the wealth generated by others. They feel those higher profits are their entitlement.

"After all, they have to eat".  And its true, people do.

According to the Clinton Administration's NARA web page, his Administration created the WTO. But it's roots actually go back to the Reagan era.

Services (service jobs) 80% of a modern economy, were thrown in to the GATT which is just about goods, to sweeten the deal.

And under its rules, the European style safety net is an abomination that has to be wound down and drowned in the bathtub.

Because it distorts trade. safety net programs like the NHS 'have to go' if they compete with any commercial entity. "Its a matter of principle" for many. Health care should be a corporate right, they insist. Otherwise governments would become anti corporate like they used to be before the WTO tool the right to regulate out of their hands, all around the world. If you wanted to trade with the big countries, you had to join the WTO, they implied.

So thats what the WTO does. It makes all services into corporate rights, unless "supplied as an exercise of governmental authority".

This is its Article 1:3 (b) and (c):

(b) 'services' includes any service in any sector except services supplied in the exercise of governmental authority;

(c) 'a service supplied in the exercise of governmental authority' means any service which is supplied neither on a commercial basis, nor in competition with one or more service suppliers."

On her web site, NHS funding expert Allyson Pollock has links to some excellent papers about the WTO and NHS.

They are worth reading again now as we contemplate Brexit. https://www.allysonpollock.com/?tag=wto
